Flying Blue: Best Rate + Include A Stopover
As a transfer partner of all transferable points programs, Flying Blue is generally your best bet at 83,000 miles for a nonstop one-way award.
While it might be possible to add a domestic connection on Delta or a connection within Asia, that could increase the award rate. For example, connecting to Hong Kong can increase the rate ~15,000 miles.
However, Flying Blue does allow free stopovers on one-way award tickets on partner airlines. You'll just need to call to book.
Virgin Atlantic: Best With Citi Transfer Bonus
While 100,000 Virgin points for a one-way nonstop to Taipei is steep, the 30% Citi transfer bonus means you'd only need 77,000 ThankYou Points to book. Now, that's a good deal!

Final Thoughts
If you've never been to Taipei, I strongly recommend it if you like food, nature, friendly people, etc. I'd also suggest using the high speed rail system to explore more of the island from Chiayi to Kaohsiung and more.
